There is a secret Russian lab under my local mall

I live in a small town in rural Maine. There is a new mall in town. I work in the Piggly Wiggly.

Behind the Piggly Wiggly there is a hallway for deliveries. Behind the KFC I discovered an elevator down to a secret Russian Lab.

Inside the lab I saw piles of dry substances like sand but different colors. I was discovered. I had to leave before I investigated what happened.

The only clue I have is a communication from the Russians but I can't decode it. Can you please help?
